HK tactical rifles are made by Heckler & Koch GmbH (or simply known as HK), a privately held German manufacturing company, founded in 1949 and based in Oberndorf am Neckar, Germany.  The founders were engineers Edmund Heckler, Theodor Koch, and Alex Seidel.  The company began by making machine tools, sewing machine parts, gauges and various other precision parts.  The focus changed to small arms in 1956 when the company proposed the G3 automatic rifle for the German Federal Army.  Over the years HK has changed ownership from the original founders to the British Aerospace's Royal Ordnance division in 1991, and then to private investors under the German holding company HK Beteiligungs-GmbH.

HK tactical rifles and other small arms are some of the most popular weapons of choice for various military, police and other law enforcement agencies, as well as civilians throughout the world.  In 2004, the U.S. Department of Homeland Security awarded HK the largest known handgun contract in US law enforcement history.  The contract is potentially for up to 65,000 handguns, worth $26.2 million.  Aside from HK tactical rifles, the company produces a variety of weapons including pistols, sniper rifles, assault rifles, grenade lauchers and submachine guns.
